Problem with registering

Ever since I installed a new Norton at end of last year I have had problems. I received confirmation email on 31-12-14 saying that product 

  1. [Removed Serial number]  had successfully been installed. From then on I kept receiving message to say error "8509.129" each time I tried to clear this, it took several attempts to clear (I think it is now) next, a pop up comes up telling me to "Register now" I have tried many times all unsuccessful, reason being give as unable to connect, I try many time to find a contact number, but it seems to be that because I am not registered I am not permitted to have this info. I hope that this email will get some result in my trying to get these issues sorted. I have looked at many pages of "help" which do not actually because not all that is written is understood.
  2. Also my laptop seems to be running very slowly, is this because it has some virus? if so how did that get past Norton? Another thing my cursor seems to have a permanent hour glass next to it, this I believe to mean something is working in back ground, but what? It stays there most of time, only going when moved to different area of screen, (such as into area this msg is being typed). It is there every time I restart, after I have powered down some times for days at a time. Have tried to reset it under control hardware, pointer, but this does not have any effect.
