After Norton 360 installation I can not watch video online anymore, even in facebook, it's flowing frame by frame. Some firewall settings are required I guess.
It could also be the VPN feature slowing your internet connection. Try turning off the VPN and testing.
You could also run speed tests with and without the VPN active.
