Problems with Security Vault

To begin with let me explain that I'm a novice with computers. I can do certain things but a lot is just so many words, if things are explained in easy stages then I have a chance of following them.

 

That said until recently I have been using Windows 7 and Norton 360 Premier edition, I used to have the vault icon on my Norton toolbar which when pressed opened with type password, that done it opened and then you had access to all your usernames and passwords, this I believe was a local database. I also had two more local databases one on my phone the other on a tablet device.

 

My 360 Norton expired and I upgraded to Norton One on doing this I was asked if I wanted to put my Vault database in The Cloud so that the same database was accessible from all devces, this I did, since which I'am unable to open the database from the Norton search bar as before, so I can no longer make any changes to the database unless I go into my Norton account to make them this is very time consuming, by the way the same password that I use to get access to the database using the Norton tool bar and Norton account are the same.

 

I have tried putting the wrong password into the Norton vault and it comes up straight away with Wrong Password entered but when I enter what is the ussal correct password it comes back with 'The operation timed out. check your network connection and try again' althogh there is a definite connection.

 

Any way to sort this out or do I have to delete the Vault , Toolbar and restart from scratch.
