Your program does not let disk defrag programs to move the files/folders until 'Norton Product Tamper Protection' is disabled. I think this behavior should be fixed. If you don't have any solution, please provide an option in Norton systray to disable 'Norton Product Tamper Protection' because going into settings to disable this is lengthy.
