Since 2 days ago it appears that Norton starting to block some programs. In Firewall, Programs Rules is a empty window with no programs showing up. Add/Modify don't work (nothing happens)

The issue has been reported in a couple of other threads, as well. There is not much to go on yet, unfortunately. What happens if you try the Reset option in the Firewall Advanced Settings?

Reset Firewall works. However norton starts blocking some applications right after that so is no use. I'm mostly interested in Skype and I dont know why it consider it un unsafe program.
I even setup the "Automatic Program Control" to off. And it does ask me when different applications access internet. However for skype it still blocks it automatically.
I would reinstall Norton. However I had a bad experience with updating the Norton 360 version 1 month ago. After installing the latest version I needed to redo the backup (because simply no longer did the job and I also had issue accesing the vault. Suddenly I have an online vault and a local vault. I know my local vault password but I never log in into the online vault for which I dont see any reset password option. I dont want to lose my logins and my identity cards by reinstalling norton and reseting identity safe.
It seems that I wold need to reinstall Norton to have the program rules show up again. However I want to also save all the current settings.
For the Skype issue, enable Automatic Program Control in the Norton firewall settings, Launch Skype. If Skype is unable to connect out, close Skype. Open Norton Program Rules and highlight and remove the rule for Skype. Then try opening Skype again. Norton should create new rules that allow Skype to access the internet. From your description of Skype still being unable to connect out even when APC is disabled, the issue could be something other than the Norton Firewall.
SendofJive if you look at the print screen photo posted in the 1st post the list of program rules is empty. This is not because it is actually empty but because it does not show up due a bug I assume. So basically I can't do any change on program rules: Add, Modify, Remove, Rename, none of them work
I am not a fan of reinstalling because this should be the last resort. Reinstalling always works but you loose some settings (backup sets.
I did reinstalled Norton 360 and the Program Rules works now. However I can't say I'm happy as I need to redo different settings. I would definately preferred to have some auto-repair or save settings option. For example I'm trying for the last 15 minutes to connect to Online Identity safe/vault and it does not work "we are not able to proceed with your account at this time. Please try again later". I also can not reactivate my Secure Online storage
On the side Norton 360 no longer blocks Skype so I'm not sure why it was considered unsafe before.
