Programs requiring permission to "Make changes to hard drive" every time they are opened.

I was using Windows Pro 7 when this first started. I hoped it would change when I went to Windows 10, which (for me - so far) has been fairly problem free. Programs installed after early this year now require permission to "make changes to hard drive" like I am opening an .exe every time I open them. I am not sure if this is a Norton issue or a windows security problem, but it is extremely annoying, particularly in Photoshop as it asks with every image, .jpg, .png etc, but it is not limited to Photoshop. I've tried changing permissions in the program and in the Users area and nothing seems to make any difference. I don't want to turn off the UAC all together. I tried turning off the UAC in the system, but it made no difference making me think, perhaps, it was a Norton problem, but I cannot find anything in settings to change. I see "tamper security" but that is for Norton itself, and I do not want to do that! Any ideas? Anyone else with same problem?
