On Windows 10, Norton 360 ProgramData Folder had grown to ~8GBytes. According to Norton Support, there was no way to reduce or move the folder. QBackup Folder contained ~ 7.5GB. I ran the Norton Remove and Reinstall utility (NRnR.exe) and it reduced Qackup to zero GB.
Note the uninstall took about 45 minutes and the reinstall took about 20 minutes, so you have to be patient.
The folder had built up over 6 years since I originally installed Norton 360.
