Thanks for suggesting MSCONFIG. I hadn't considered it.
I won't uninstall the Norton software. It came pre-installed and I have no way to re-install it.

If u feel that your pc is infected in some way then try antirookit from any security vendor or try http://vil.nai.com/vil/stinger/
its not an av but just scan for few threats.Just to reassure.You may also download Norton power eraser but think before u fix anything as their may be false positives.
Last try Hijack This.
Also run a scan from any online scanner like eset kaspersky
try scanning with few antispy tools like superantispyware windows defender
Since you have indicated that you are facing message by Norton that its intercepting something, you could try these malware removal forums. These are specialize forums that deal with malware removal. BleepingComputer is quite backlogged at the moment and will be very busy. Please note, do NOT post in multiple forums as it would be hard for the other guys to follow you. In fact, some forums refuse to help you if you cross post. Please chose ONE forum and STICK with it! All of them are equally good.

In addition to executing full scans by Norton Anti-Virus software, I executed 3 additional software removal tools:
1. Windows Malicious Software Removal Tool
2. Sophos Anti-Rootkit Removal Tool
3. MalwareBytes Anti Malware Removal Tool.
The problem I originally had with clicking on the Quarantine details crashing the Norton framework has disappeared. Maybe a Norton software update fixed the problem?
I'm convinced my PC is clean.

If your system is clean, you could try reinstalling Norton:
Please NOTE that this removes ALL Symantec products so be sure to have your license keys ready as you will need to reinstall all your Symantec software products. You can get your Norton product key from your Norton Account.

To restore identity safe data
I appreciate your post with all of the details but everything, including Norton AV, appears to now be working correctly.
I'm not going to uninstall and reinstall Norton AV.
