I recently installed Norton 360 and now can't download through Quicken 2007. I've seen posts that say a fix is in the works from a year ago, but this is still happening! Please let me know what to do. I don't want to uninstall Quicken.
I tried both fixes, and still get the same error message: OL-221-A, or OL-297-B. And it's Quicken 10, not 7 as I previously stated.

Just got off the chat support with Quicken people. Took us 45 minutes to figure out if I go to IE, Tools, Internet Options, Advanced, Security, and uncheck Check for service certificate revocation and uncheck Check for signatures on downloaded programs that it would work. I have no idea why installing Norton would cause the changes, if it did, but I'm glad it's fixed.
Thanks letting us know it :).
It sounds as if Norton has reset to a higher degree of protection and that the Quicken files don't have valid certificates associated with them -- something that I've seen flagged on all sorts of sources of files including Norton itself on one occasion!
