Norton wants to get the first full scan done with. I think once that first one is completed, then it should work as you want it to.
What first scan? This happens every time I reboot.
Did you uninstall your prior security program completely before you installed your Norton product?

If your copy has not completed at least one full scan it will continue to try until it does. From the sounds of your problem this is a relatively new install or upgrade.
