Random custom html element

where is it coming from? It’s in all of my webpages and there isn’t even a file on my webserver with that base64 encoded name, but it loads the script into the web browser.
there are no extensions active on google chrome canary.
It shows up in all of my web browsers even though i have disabled autoprotect and smart firewall
and have added an exclusion rule for the url.
can someone at least tell me if the link below works

nevermind, disabling safe web stopped it.
