First of all, I forgot to mention before that I am using Windows Vista Ultimate (64-bit) SP1.
At first, when clicking "Check for Updates", after checking and have downloaded updates, I got the error message "Operation Failed" and when I clicking on "More Info", I followed all instructions but unfortunately, this did not solved my problem at all. In the instructions, there was run "luall" and in Control Panel > Symantec LiveUpdate, I changed settings to "Interactive Mode" and "Enhanced Support Level" then click "Apply".
After connecting to liveupdate.symantecliveupdate.com, it displays updates available. I can download all of them but when it comes to apply one of them, namely: "Norton 360 2008 Program Update (English)", it fails and the error I get is "LU1812: A program that was part of this update failed when it ran. This update was not applied." I can install all updates such as Virus Definitions except that one.
When I clicked "Click here for more information on this error", again I followed all steps but I still get the LU1812 error. I noticed that I was unable to do "regsvr32 %windir%\system32\msxml3.dll" in Start > Run and got the error: "The module "C:\Windows\system3\msxml3.dll" was loaded but the call to DllRegisterServer failed with error code 0x80070005. I downloaded Microsoft XML Parser (MSXML) 3.0 Service Pack 7 (SP7) and successfully installed it but still cannot do "regsvr32 %windir%\system32\msxml3.dll" in Start > Run.
I have done everything but the update "Norton 360 2008 Program Update (English)" still remains an update that I cannot install it on my PC. Each time I run Check for Updates in Norton 360 window, I get "Operation Failed" or "some updates failed and liveupdate encountered error", something like that. It is very annoying to me to see this. Please help me solve it.

You may very well have replied to that post. I have the very same problem with my 64 bit Vista and the LU1812 error code. 2 hours on the phone with Norton tech person did not solve the problem. 4 reinstalls, including every fix available to me on the Norton web site did not solve this problem. This appears to be a Symantec 360 problem that they have not found a solution to. I will report to you that none, I repeat none of the Norton fixes have worked.

I have the same exact problem been on phone with Microsoft and norton for 3 days no answers tried dell they say it is a virus but no one else agrees, Windows updates just fine but 360 will not install security updates, done everything under the sun except wiping the hard drive

Yes they worked fine, I even tried to do a system restore , no help, so I said Scrw Vista had my stuff backed up already and formatted the disk went back to XP Media Center working just fine now Vista Scks
I'm having the exact same issue under the very same circumstances as the OP. It started between the 10th and 12th of Dec.(for me) from a fresh install of N360.
The reason for the initial reinstall was due to a series of Appcrash's(MSL.dll) that would hang, then crash N360 and finaly re-initialize N360 during a virus scan. The file that it consistently froze on was a Windows service package - KB953839...amd64.6.0.1.0.mum.
The reason for the peticular virus scan, that first brought up this issue, was a 2 day series of "false positives" from the intrusion protection feature of N360. The first set(day 1) were all 'http intrusion attempts' and the following days attempts were through Adobe, all of which were reported as blocked.
I've also tried all the listed fixes with the exact results as the OP, right down to the 0x80070005 failure in checking/registering the MSXML parser. I'm on my 6th fresh install of Norton in 11days and nothing is resolving the 1812 error I get with Norton 360 security updates/Norton 360 2008 Program Update (English) 616.3kb. I've uploaded the error logs to Symantec 3 times with one of them listing the information in this post.
The only thing I can add is that it seems(I only saw this once from a fresh install using luall[interactive/enhanced] right away) that LUALL is only downloading about 590kb of that 616.3kb file. Yet, all other N360 updates are downloading and installing perfectly.
On a side note, with these reinstall attempts my subscription length listed from the app. can't seem to decide whether I have 80 days left(as of today) or that I started 165 days ago. Also, when I'm trying the online chat support feature it says that my product was given to me by my ISP and I'll have to contact them, this just isn't the case. I have the N360 2.0 Cd version and the downloaded update 2.2.0.3 ver(I believe that's the correct version number) came from Symantec itself. ...N360 is currently reporting to be the newest 2.5.0.5 version.
At any rate, 80 days left of my subscription sounds right and I'm interested in seeing how things develop from here. My 2 XP Home systems seem to love N360. But, I'm not rolling the OS of my 64bit Vista Ult. system back to Xp for Norton.

Here's a transcript of todays efforts:
The Norton Support person left Live Update running but unable to move forward. Eventually Windows complained that Norton was out of date, and the latest downloads were the very day he hadn't fixed the problem.
The error messages indicated a re-install. It is hardly worth looking really, that seems to be where all the error messages end up.
So I downloaded the Norton (partial) removal tool, ran it and re-installed. I think I have later virus definitions (it isn't easy to be sure), but live update doesn't apply all the updates.
Having adjusted the settings so I can see whats happening, running LUALL gives a list of updates to install. The offending Norton 360 Security updates can be deselected and the definitions applied.

The link loads into Firefox, my default browser, but the upload of the error won't work there. Symantec only know about IE. So I copy the URL into IE and let it do the upload. It then goes and gets all that the support guys think they need, and fails to upload it. Or that's what happened last time.
The search string they suggest ( "360 2.0 keeps giving same liveupdate error") doesn't provide any hits!
So looking at the forum, there are some things to try:
1) Tamper update off
2)There is an updater available.

There is an updater for Vista, this is what the support guy said he did last time. The document does not refer to Norton 360. I have run the updater for Vista anyway.

I tried the re-register anyway - it succeeded.
For each of the above processes the start run for luall must be done twice. The first time always reports that another Live Update is in progress.

and the failure is getting messier - the failure occurs quickly, but now live update goes on dioing something. IO occurs and the progress bar grows.
