Re: Norton Security Toolbar 2017.0.0.4

Norton Security Toolbar  2017.0.0.4 is an extension to Chrome that is supposed to warn you, ( perhaps keep you), from harmful sites.  I just activated it and I happened to click on a link in Facebook to a specific site... I won't mention which one for now, ..., but I got a warning saying:

"Fraudulent Web Page Blocked

You attempted to access:

http://************URL obscured for now...****************

This web page is a known fraudulent web page. It is recommended that you do NOT visit this page. 

For your protection, this web page has been blocked. Visit Symantec to learn more about phishing and internet security. "

I wasn't convince, but my only option was to exit that site.  The next thing I did was to Google Search the topic matter and I did find a similar story on another website that I trust.  So, my question is HOW DOES SYMANTEC DECIDE WHAT IS "FRAUDULENT" AND WHAT IS NOT?  

I want more from the extension than just that warning.  I want to know where Symantec gets it data to claim that a source is fraudulent.  The claim of FRAUD is a serious claim.  I do not trust SNOPES.COM all the time either.  The story referenced a FOX News video of one of their on air personalities.  I found another link to that video that wasn't blocked and the guy did pretty much what the first link said he did.  So what was fraudulent?  I need to know or I can't trust this Symantec application.
