Hopefully someone can help. Need to know how to restore items deleted from my recycle bin. Two months ago I realized the recycle bin empties on it's own. I think by accident I deleted a Photo folder?

If you are referring to the Norton Security backup feature, it would not have backed up the recycle bin. If you had included the original picture folders in your backup sets you will be able to restore them using Norton. Here is how.
You do not mention which Windows version you are using, but it appears that the recycle bin gets automatically emptied after some time. I have heard it is 30 days.
All: Performing a system restore to a date before the suspected deletion date should bring back the folder. Conversely, any data / programs / e-mail etc added to the computer AFTER that date will be lost. Either way as Peterweb explained backup your data before doing the restore.

The main take away from that, and any article on data recovery is that if you have been using your computer since the file(s) were deleted, chances are you have overwritten some or all of them already. Making them impossible to recover.
The best protection is if you have a backup of these files stored on another device.
