One point to remember is that if your "Reformatting the computer" is done using a computer manufacturers recovery partition or disc, you will probably have a trial version of some security software. Unless it is the same version of Norton 360, ie Standard or Premier, you will have to fully remove that using the removal utility from that company.
Why does Norton Management show the same first install date for this PC even if I uninstall Norton 360, then remove the license for this PC from the account, then reformat the computer and reinstall Windows and then reinstall Norton 360? The device name Keith-Windows 8 is removed automatically from the account after uninstall but the license for computer name Keith-PC is not and must be removed manually. I get a warning removing license is only recommended if the device is lost or no longer in use. I contacted chat support and they said I need to remove the license if I reformat despite the message that it should only be removed if it is lost or no longer in use. They also said that if I reformat the computer the computer would be considered as new.

Because the license is good for one year from the date of the first install using it's Product Key - which occurred with the first install on you system. A reformat will not give you a full year on that same license.

I'm a bit confused, it sounds like you are talking about two different systems Keith -8 and Keith PC. If you have two systems and both are on the same license, thwen if you uninstall from one system one of the devices woudl be removed and the other would remain as it has not been removed. If in fact there are two systems, there is no reason to remove both in order to reformat one of the systems. Now if you are taliong about dual boot on the same system - I can't help you as I am not familiar with that setup. Bottom line we need to now what your setup is before we can help you.

I do not uinderstand why Chat would tell you that, unless you told them more about your system(s) than is included here. If you do a reformat and maintain the same basic system (like same mother board etc) it should not increment your license count as Yaso_Khuul stated.

I suggest that you just go ahead with reformatting your computer, and if it does use up a licence, then you know how to get it back via Norton Management, so no harm would be done :-)

How would I know which computer to remove if I forget to remove license before reinstalling Norton 360 to same computer and then end up with the same computer name on two seats? How would I know which license to remove if both licenses have the same computer name? Does Norton Management include a status if the license computer is online or offline or something?

Yes. Norton Management does have an online status indication.

What I do early on in each computer history is to rename the drive/partition that contains the operating system with a Memnomic.
So at present I am on WIN7HP-32-EEE which translates as:
Windows 7 Home Premium 32 bit installed on partition E: originally (that's a help on multiboot computers where unused drive letters can change since if something goes wrong it tells you what it should be on.
I do that since my desktop has XP, WIndows 7 HPO 32 bit, Windows 8 32 bit Pro and Windows 8 Enterprise Evaluation 64 bit on it!
In a simpler world just do it for each computer and if they are always used by different people in the family you can use their name as part of the drive name .... like Hugh Laptop or Hugh Desktop .....
The easy way to rename the computer drive is to open the Windows Explorer file manager (WINKEY + E does that ) right mouse click on the drive you want to rename and select Properties. You will see a box on the General TAB with a space containing the existing name which you can delete and enter the name you want.
I'm not sure if that is automatically taken over by Windows Management or if after doing it you need to go to the Device screen and use the pencil tool to change the name ......

Just to clarify few things...
As Yank mentioned, reformatting PC will not use up another seat. Only when there is change in hardware, another seat will be used up.

Norton Management will have indication about online PCs. Old device will be shown as Offline/last online status.
