Refund for multiple payments

My renewal fee has been requested, but I have found that I have paid twice, in a previous year.

Norton have agreed to a refund, but claim they cannot refund as it was paid through paypal and I need to claim thro; Paypal.

There is no facility to request a refund in Paypal for a payment over 180 days old.

So Norton have my money (enough for another years subscription), but "cannot extend the subscription"  and "cannot issue a refund".

To add to the problem, I am now paying a current subscription via my IP account, so I do not need to renew anyway.

Catch 22 :     Norton win.     I lose.     They have my money and will not refund nor extend service.

They say they do not have a system in place for either of these possible sensible / ONLY solutions.

How can I recover my overpayment?
