I was just unclear about this site if it is for any charges from Norton.
My neighbour who uses Norton just got charged for an annual renewal so I thot of suggesting this page after the confirmation.

The form states that it must have been completted by November 30, 2010 so it seems your neighbour would not be able to use it. You should suggest to then that they use the information provided in the post by Yaso_Kuuhl.
