The website says that I can install a basic copy of Norton onto one device, but if I download and install onto a device, then reformat that very same device to a fresh and clean OS installation, does that still count as one device if I reinstall my Norton onto that freshly reformatted device? I am planning on reformatting my computer soon and switching to Norton from System Mechanic.

As per my knowledge Norton stores the licence key by identifying machine id on the your email account. I formattd the windows 11 and installed windows 10 again I formattd windows 10 and installed 11 after I installed norton it automatically detected the licence key and activated. It correctly detects either you are using single PC or not. Even you can migrate the current license to new PC also by deactivating in web console of Norton account.
Just for further clarification, it is the the specific windows OS account that the Norton product is counting as a device? For example, I have a copy of Windows 10, and Norton is counting my specific copy of Windows?

You can format your HD and reinstall OS it is counted as single license.It is applicable on the OS you installed Norton
