I used to have Norton 360 up until a month ago when I deleted it. I wanted to make sure it was all gone, so I downloaded the Norton removal tool. The first time I used it, it told me I had to remove Norton Utilities 14 manually. So I did. Then I tried the removal tool again. This time it told me I had to remove Norton Utilities 14 and 15! I removed 14 from the registry. Trying the removal tool again, it said I need to remove Norton Utilities 15. I do not have Utilities 15 anywhere! Any suggestions would be thankfully received!

As mentioned above, the correct version is needed.
Assuming that you have selected the correct version. The recommended reboot [a shut down and restart might be more effective] and re running of the NRT is a logical step.

Just to clear up any confusion, there is no such thing as different versions of the NRT. There is only one NRT, the NRT that removes N360 also removes NIS and NAV, the only thing that varies are the instructions for its use, depending on which Norton product you are removing. I believe this is self explanatory:
The Norton Removal Tool uninstalls all Norton 2003 and later products, Norton 360, and Norton SystemWorks 12.0 from your computer. If you use ACT! or WinFax, back up those databases before you proceed.
Note that the reference to the NRT is singular, not plural, if there were diferent versions of the NRT it would say:
