Replaced childs device can't transfer Identity to new device

I have a Norton Family Premier Account and am monitoring  my two children's smartphones. My son damaged his device and I had to replace it. When I downloaded Norton Family onto his new device and try to associate it with his username on my account it tells me "this device with the same name already exists"

How do I associate this new phone with his username/account identity so I can keep all of his restrictions and monitoring in place.
