Restart required after booting computer

I transport my laptop to work every day. Before I leave, I shut it down and then start it up when I reach work (I do the same thing in reverse when I go home in the evening). The thing that bugs me is that as soon as the computer boots up, I get a notice from Norton that there is a restart required. I normally defer restarting since I don't want to go through re-booting my computer immediately again. But... the next time I shut down and subsequently restart, I get the same damn message. 

My question is: why can't Norton use my normal twice daily boot process to 'fix' whatever security threats that require a restart? This redundancy is a hassle.

When I check my Norton Security dashboard, everything looks fine (Protected, Protected, Protected).

I am running Norton Security version 22.7.1.32
