Retail Store problems?

I recently purchased NAV 2012 from a bix box store.  I bought the one that is good for 3 installs.  I installed in on my computer about a month ago with no issues,  but when my girlfriend tried to install it on hers she get an error message that says "your product key has not been activated by the retail store"  I had her try both from the disk and from my Norton Account,  as that shows I have 2 installs left.  I cant figure out why she got that message and I did not.  I called Norton support and they want to take over her computer for a $39 fee.  I'm not sure which direction to go?  Has anyone had this happen before?
