I am aware of this paper from symantec

I am also aware of a paper from Microsoft covering the same ground.
However, I think the essence of the problem has not been addressed.
So here is the problem as I found it.
I took two Windows XP machines with Norton One and N360 installed. I uninstalled both Norton One and N360 from both. I installed NIS.
I went to run a 16 bit dos program and received the following

I received the error on both machines.
I checked the folder and on both machines the file was removed.
I checked the registry and at hklm\system\currentcontrolset\control\virtualDeviceDrivers the entry pointed to the missing DLL.
Working around the problem to either remove the pointer in the registry or to reinstate the missing dll is not an issue.
The questions are : "what program (other than the NIS beta which was never installed) installs this dll and makes the registry entry.?

why does the uninstall of either Norton One or N360 remove the actual dll whilst leaving the registry entry behind?
I spent 4+ hours with support over the last two days and have been passed from one team to another and back again.
NIS team saying the NIS does not install this shared resource and Norton One saying NIS does. I have not installed systemworks so even if that program does install the dll, it is not relevant here.
Now, you would have thought that someone would have a list of all files installed by each program.
So I invite anyone in the know, to say which Symantec programs use the dll, which install the dll, and which remove the dll with or without leaving behind the registry entry.
It seems obvious to me that if the dll is being deleted, the uninstall should remove the registry entry. On the other hand if the removal of the dll is a consequnece of wiping the directory without regard to its contents, then that could also explain the issue and again surely a change is warranted.
I have posted in this forum because I have NIS installed and came across this problem.
