I am getting an error message when I tap on the norton.mobi file on my iphone 5. Safari can’t download the file. What am I doing wrong?

Welcome to the Norton Community Forums. 
Presumably you have gone to the site www.norton.mobi and stepped through the choices until you found an app that you wanted to load on your iPhone. Is that correct? As norton.mobi is not in itself supposed to download as far as I am aware.
If you are having problems getting the app via norton.mobi, now that you know app you want, why not get it from the App Store?
I paid for it through the norton website. Tapped on download and this is what it tells me. Then if I try to log in to norton mobile, it says that I don’t have a license to use it.

As it is about licence issues and something you bought directly from Norton then I would recommend that you contact their free 24 hrs internet Chat facility which you can get to via this link.
Hopefully they can solve the problem. If not save the issue number that they give you and come back here. Even if they do sort you out it would be nice if you could come back and tell us what happened so we will understand better in future.
