Safe Mail flags hundreds of scam emails as "Safe"

I have Safe Mail fully activated for my Outlook email.  It is processing and flagging incoming valid emails as "Safe".  

However, I literally get dozens of emails a day from completely, obviously fraudulent and ridiculously-named URLS and email addresses that are mainly phishing attempts.   Norton Safe Mail has labeled these all 'Safe".   I spend time, every day, forwarding these to Norton as they request.  I know Norton can't stop the bad guys, but why am I paying Norton to work yet I get hundreds of these totally obvious scam/phishing emails, some even include misspellings, odd ASCII characters in the subject lines, and I'm working for Norton for free sending them these!?!!!  What is especially maddening is that I've sent some notorious emails from known (after a Google search), known scammer emails/domains weeks ago and Norton hasn't even stopped them!!!!   I'm going to cancel the service, but wanted to know if anyone out there is having the same problem.  I will always start with myself and accept any operator error, but Safe Mail is running and flagging good emails as "Safe" and seems to be working, but it's letting in all these damn obvious scammer email, too. WTH?!!!  Thanks!
