Sometimes in the upper left of a particular web page, Norton says "This page is Secure". Then, a few hours later, I will go to the same page & Nortion will say "This page is Safe". Why does this change? (Running Norton Security Suite 21.1.0.10, Windows 7 & IE 11).
If a page changes from "Secure" to "Safe', is it still safe to log in to an account on that page?

Sorry, it appears that I misunderstood the problem we are having here. It is not a particular website that is changing from "Secure" to "Safe" when accessing at different times, but rather some web pages that have logins, Norton says "Secure" and on some other web pages that have logins, Norton says "Safe".
What is the difference between "Secure" and "Safe"?

The Norton Secured Seal has replaced the VeriSign seal since Symantec acquired VeriSign a few years ago. "Norton Secured" means that the site has been authenticated by what used to be known as VeriSign, and that if it is an "https" site, the certificate is issued by VeriSign, as well. Because Symantec is involved in authenticating the site, "Norton Secured" reflects a higher level of assurance that a site is safe.

If the Norton toolbar on a particular page says "This page is Safe", does that mean it is not at safe as one that says "This page is Secure"?
Is it best not to log into an account on a page that only is "Safe", instead of "Secure"?

Norton Secure means that the sites' credentials for security were actually acquired through Symantec. For other sites, "Safe" means that when Symantec tested a site, it was found to be malware-free. The difference in designations has only to do with the fact that in the first instance, Symantec is actually involved in authenticating the site. A safe site is a safe site, either way. Any site can be hacked at anytime, however, so the way to use these site ratings is to always avoid the unsafe ones (those are known to be dangerous) and exercise caution on all others.
