Safecam not working even with Access Allowed

I have gone through the SafeCam settings and program GoToMeeting shows up in the Access List, and the dropdown is set to Allow. But the web cam just shows a spinning design.  I'm running Windows 10 Pro, OS build 19041.867.

Anybody know what might be interfering with the cam's operation?

Try turning the Safe Cam feature off, restart your computer and test.  If you still have issues, Norton should not be involved.
