Safety minder doesn't work on domain accounts?

All of the computers in my house are members of a Windows Server domain, and are running Windows 7.  The kids have domain accounts with standard user privileges.  I would like to be able to use OnlineFamily to enforce parental controls on them, but it seems that it only works if I create local windows user accounts on each machine and monitor those.  Safety Minder does not seem to allow monitoring the domain-associated accounts, the UI always reports not monitoring this account, and doesn't let me change settings, whenever I'm logged into a domain account.  Do I really have to remove the kids from the domain and the user management that provides just to get parental controls to work?

 

I should mention that I did a search on this issue and found a post here: (http://community.norton.com/norton/board/message?board.id=OnlineFamily&message.id=353#M353) that suggested adding the domain accounts to the local Users group.  The account in question is already a member of the local Users group, and that doesn't seem to have any effect, so I have no solution at the moment.
