Safety Minder partially uninstalled - recurring Tamper Monitor error messages

Livingroom computer started throwing recurring errors related to a Tamper Monitor program.  Researching the Tamper Monitor program led me to safety monitor. 

 

When I checked on Safety Monitor I found it wasn't running on Livingroom.  It appears someone tried to uninstall it by deleting files, no admissions just my suspicious nature at this point. 

 

Now Window's uninstaller won't uninstall it cleanly.

 

I need a utility or instructions for removing all remnants so I can then reinstall it and hopefully correct whatever is causing Tampermon.exe to throw these errors.

What happens if you try and run the install again, it should attempt to remove the previous version.

 

Or how about add/remove software from the control panel? Remove Norton Safety Minder and Norton Online if you see both.
