Samsung Android requires guest mode, not an option on phone

First step in installing Norton family for parental control is to lock down guest accounts.  I assume it intends to make parent the owner of the phone and child as guest.  Then to disable account creation and install Norton family in Childs guest account.  Seems reasonable except that my Samsung A03s does not have any ability to set owner, guest or any other type of profile.  You get one profile.  Is this why I have spent hours installing and reinstalling, locking things down and my child blows past any level of control that I thought I had, seemingly in seconds?  Yes Android has this function build, but apparently Samsung at least on my phone has disabled that functionality.  Your documentation does not seem to cover this situation.  What do I do?

As per our understanding, some Samsung devices support guest users and some don't support them. So, if your device doesn't have guest profile creation, then you can simply ignore the warning message shown during the setup and continue to use the app on your child's device.

I should have included the path to the documentation I was talking about, that seems to require guest mode:
Prevent your child from creating new user accounts on Android 8.0 or later devices (norton.com)

 

A thread that I found where the Samsung community suggests that the functionality was removed:

This thread on the Samsung support page suggests using something called pinning, or Kids Mode, if you need to hand your phone to someone else and need them to have limited visibility into your personal information.  Those functions make the phone almost unusable, and then why would I need Norton family if I could just run the phone in Kids Mode? 

What have other users done to install your app on the largest vendor for Android smart phones if this functionality is removed?
