I already have norton 360 on my laptop and have 2 more downloads available. I have had a samsung galaxy tablet for christmas and I have downloaded the free norton app from google play but it won't let me upgrade to the full version by entering the 25 digit password. What am I doing wrong?

Can you confirm that the app you have downloaded and installed on your tablet is Norton Mobile Security (NMS) or Norton Security & Antivirus as it is currently called in Google Play?
When you say that it will not take the 25 digit password do you mean that it will not take the one from your Norton 360 licence?
Sadly the Norton 360 licence is not valid for Android devices. If you want to mix PCs and smartphones or tablets then you need Norton 360 Multi Device. Otherwise you need to buy a separate licence for Norton Mobile Security.
