Scan Not Complete. Using Windows 8.1

I've been having this problem for months now where Norton 360 will not start a scan. It'll start with Live Update and then it skips the scan and heads straight to Tune Up. It ends with the message, " Scan Not Complete. " What can I do about this? I've already tried restarting/shutting down my computer. I have also used the Norton Removal Tool, but that only fixed the problem for about a week. Any ideas? Thanks.
