Scans Do Not Run as Scheduled

I'm running Win 8.1 desktop and Norton Internet Security 21.6.0.32; both at current update levels.  I have Norton Quick Scan set to "Not Schedule This Scan", and Norton Full Scan to run at 1:05am daily, with the "NOT only at idle time" unchecked, and "Prevent Standby" CHECKED.  Yet the Quick Scan runs typically twice a day, and the Full Scan runs once a day, whenever it wants.  I have re-installed the product once with the same results; I have changed the scan times with no change in results, and I have spoken with a Norton Support person who had NO idea what she was doing, and finally ran a "Check Disk/Repair", which did nothing.  Here are the recent scans performed:  2/6Quick 12:43am, Full 4:28am, Quick 7:31am, Quick 3:08pm; 2/7: Quick 6:20am, Full 7:16am, Quick 8:03am; 2/8: Full: 12:25am; 2/9: Quick 12:55am, Full 10:42am, Quick 10:41am.  Absolutely NO consistency.
