Scans Freeze in WIndows 10. Can't Close App

I'm pretty sure I have been infected. Consider these unusual behavior patterns:

  1. My scans freeze (very close to, or always at) the same number; 8293 files.
  2. I can't close the app, nor can I "end task", nor "end process tree" in Task Manager
  3. I can't access "Virtual Disk Service" within "Computer Management" (trying to create a virtual drive)
  4. I can't login with my Microsoft account ("Something Went Wrong")
  5. I can't open any disk related applications; Disk Check, Paragon Disk Partition Manager
  6. I can't install any drive maintenance applications.
  7. File Explorer is slow to display my drives (green horizontal bar takes several minutes to reach the end but never finishes).

If this sounds like I've got a bug that has rendered 360-Premier "ineffective", let me know if I can use another laptop to created a bootable flash drive with a diagnostic / repair app on it.
