Security Alert - False Positive

I have developed a Windows 11 Winforms application. See 2nd attachment for details of the Windows build.

When I run this program for the first time after re-building it, Norton raises a false positive security alert. See 1st attachment.

Norton blocks an attempt by my program, Bridge Gem.exe, to change the security features of a log file that it has created in a previous build. (An .rtf file). This is a completely valid action.

I wish to know:-

  1. What action was blocked, and what does 'blocking' actually mean
  2. Why this is considered a threat
  3. How to exclude this action from being 'blocked' by Norton on my PC
  4. How to exclude my program, Bridge Gem.exe from being monitored by Norton on my PC
