Security center says Malware protection is turned off and NIS won't run

Since installing an HP print driver I get a warning from Windows Security Center that my Norton Malware protection is turned off. When I click fix now nothing happens.  When i try to launch Norton also nothing happens.  Rebooted into safe mode and it let me do a full scan under Norton, found and removed some tracking cookies but thats it.  Ran MBAM and it came up clean in both regular and safe mode.

 

Running Vista 64 bit home version.
