I had the problem but I resolved it by updating the software for the laptop from Toshiba website and since than I have not had the problems. Certainly it was nothing that the Norton guys could come up with.

Can you provide a list of software that you updated (include versions)? Are you running the Toshiba or Windows bluetooth stack? Thanks.
I run Windows Vista Ultimate and updated everything from Toshiba website that was released within the last few months. I initally had the problem running on either wired or wireless mode but not any more
Just a thought, I have gotten this issue resolved. Not sure if it was anything Norton did as I happened to notice that even though I had successfully uninstalled McAfee, during the Norton diagnostic utility runs, a couple mentions of McAfee. I did a deep scan, including imbedded files / folders and found two folders for McAfee. Once I deleted these and another comprehensive scan, utilizing Norton 360v2, was run, all was clean, no hang ups.
Things have been running smooth since Tuesday night. Perhaps this helps.
I have some success. I installed the following:
Vista SP1
Latest BIOS Upgrade
Latest Toshiba Drivers (used the Toshiba Bluetooth Stack).
SONAR is now enabled and I do not have any problems with the machine hanging on SecurityRisk.URL Redir. Last night I started a full scan and it failed on "SYMANTEC FRAMEWORK STOPPED WORKING" and the last item was c:windows\servicing\packages\Package_for_KB943899-31bf3856ad364e35-x86-6.0.2.1 cat.
I'll try to dig deeper tonight.......at least this time the program hangs and not the computer. I haven't installed the Add-On yet....a bit leery about doing this considering the problems that I have encountered.
Has anyone else had this problem with the Symantec Framework?

I had what seems to be the same problem. My computer would freeze every time it got to the 'Scanning for traces of: SecurityRisk.URLRedir'. I tried everything in the book and felt exasperated, but my problem seemed to go away when I gave control of the Firewall back over to Windows (instead of allowing Norton to control it). Given that it was a Redirect issue creating the problem, my theory was that a regular security update from Microsoft may have intended to adjust a firewall process that could have conflicted with Norton. Anyway, making that simple adjustment seems to have solved the issue for me. I suspect that if I now went back and gave control of the firewall back to Norton, it may very well be fine. To give control back to Windows, go to the 'Firewall' option in the Control Panel, open it and reselect (turn on) Windows as your Firewall solution.
Because others may be scanning for this problem, please reply if you have found the same issue and solution.

Long story short, this condition, and the prolonged assistance from the Norton "technical' support (at significant added cost) was not able to permanently address the condition. Scan ran clean after about the third or four five hour session with support, however the next weekly, scheduled scan, failed with the same condition.
Corporate security utilizes and recommended Trend Micro, so Norton was uninstalled and thrown away, and I installed Trend. No issues or complaints since.
I now whole heartedly recommend Trend. Thanks again for the reply though.

I quote the above statement from one of the admin here. I follow the steps in the removal instructions on the website.But on step 2:
- When the file opens, delete all the entries added by the risk. (See the Technical Details section for a complete list of entries.)
I just couldn't figure out where to get the list of entries. I kept going to Technical details section but nothing is there.Just some very brief explanation but no list.

I dont know if this is too late. I too expierenced the same problem around the same time. I had a Symantec helping me remotely. He unchecked cookies, and checked ignore low risk threats. This helped. The next day I checked cookies, and unchecked igonore low risk threats and everything was fine. Im sure a Live Update fixed the problem.
Hi I had exactly the same problem. After following the 4 steps for virus removal on the Norton/Symantec website Security Risk URLRedir, I arrived at the list of host files in the notes page and aside for several clearly strange files I did not know which ones to redirect.
We need a clear list, of which files to delete. They are not listed in the technical notes.
On a second note, after totally reprogramming the computer a quick scan detected 37 files infected by this same Security Risk URLRedir and moved them to quarintine.
But I still do not think the problem is solved. Since I just longged on to my computer and caught several unknown program running in the background.
To Users affected by this: Have you tried Malwarebytes and SUPERAntiSpyware?
