Have followed instructions to turn off Download Intelligence" and still have block.

The notice you are getting is not related to Norton, but instead refers to your browser settings.  If you are using IE, try adding the download site to your Trusted Sites Zone, which uses less restrictive settings than the Internet Zone.

Please do not turn off Download Intelligence. The security settings being referred to are your security settings in your browser. In Internet Explorer, please go to Tools,  Internet Options and security and check your settings in that. Hope this solves your problem.
