Please set the default setting for Real Time Protection / Enable Boot Time Protection to normal.
I do not think anyone realises that having this setting OFF prevents certain drivers from loading early enough for Windows Scheduled Scans to take place or Quiet Mode to be activated by a User-Specified Program.
The implications of not having certain drivers in place early enough may also have an impact on system security!

Programs that have been specified here and are activated at startup will not turn on Quiet Mode. The minimum delay that has to be applied to starting the program either manually or automatically is about 4 minutes. Any program loaded before this will not activate Norton to turn on Quiet Mode.

PROBLEM SOLVED
Apparently Norton Internet Security Quick Scans that are scheduled to start at Windows User logon will only activate if a delay of least 1 minute is applied to the Trigger.
Alternatively, the Quick Scan can be activated to start at Windows User logon without a delay by turning on Norton Real Time Protection and enabling Boot Time Protection (normal).
From my research it seems that the drivers required to run the Quick Scan at startup are not in place early enough to activate the Quick Scan with default settings. Perhaps Norton / Symantec would be able to confirm this**.
** Symantec never confirmed this or even acknowledged the problem. Also it has since come to my attention that LiveUpdate Scheduled from Windows Task Scheduler will only activate with a 30 second delay trigger applied.
