Settings locked?

I'm trying to change the internet settings because it keeps doing the idle scan but I can't, it looks like it's locked. (shows an icon little computer with lock on it) It works on my computer but not on the second PC I got. How can I "unlock" it?

Hi,

 

The computer just updated to NIS 2010. It looks like that was the problem, now I can access the settings. Thanks for such a quick response though, appreciate it!
