I've noticed that since I installed NIS 20.4, the important automatic updates, such as Norton Virus Definitions, Norton 2013 Reputation Revocation List, etc, occur only at Windows startup and while the computer is Idle ( In settings, both Pulse Updates that Automatic Updates are set to ON. )
In other circumstances, these updates never happen automatically.
So to get these updates, I always have to run Live Update manually, otherwise they will be downloaded and applied only during the two conditions I described above.
I just wanted to have a confirmation whether this is by design, or if it is due to NIS 20.4, which performs its tasks in the background, in an unusual way.
Updates are set to be performed during the time that is available where they will have as little impact as possible on your use of the computer. I do not know the specifics of hwne or how that is determined but I have not seen any negative impact on the security of my system since the upgrade to 20.4

I just wanted to add that my inquiry was referred to my Windows 7 Desktop PC, I forgot to specify this info.
Thus, by editing the settings as you suggested, on a Desktop PC where the battery is not present, these settings should perhaps not affect the Norton Tasks?
The automatic updates while your system is idle are by design. Unless you turn off Automatic Updates, LiveUpdates will run in the background to keep your installation up to date.
It is too late to determine why it may not have been working this way before you updated to 20.4
