Shouldl two instances of Symantec Service Framework be runnning?

When checking Process Explorer in an attempt to determine why some programs are taking so long to start, I noticed that two instances of Symantec Service Framework are running.  The working set numbers are different.  Is this normal?  I am running Norton 360 Premier.

Yes, that is normal. One is the graphical user interface, and one is the actual service that handle everything.
