I have the same problem. Site verification fails.
I operate Vanquish Labs, an email security vendor in Massachusetts. We have added the Safe Web metatag to vqme.com but verification fails! Our Apache architecture has no "ROOT" folder. vqme.com redirects immediately to htps://vqme.com/pk/index (There is no such thing as a parent directory).
Surely, you must have come across this architecture before? We own our own servers. These are not shared servers. We do have the tag in the home page "landing page". How can we get this show on the road?
