It takes about 14 days for your site to be rated. May I ask you when you submitted the verification request?
Additionally, I see what you are saying about the site being geolocated in the Netherlands.
In the meantime, I will request that the COPS team investigate the situation. They should reply here.
It might take anywhere from 24-72 hours for their response, please be patient.

I am going to guess and say it's been over 14 days - I sent an email to 'site_owner_help_en@symantec.com' alerting to the fact that the location is mistaking me in the Netherlands and also regarding testing - that was sent on the 31st of January and I believe I was waiting a while before I sent that email..........My major concern was listed in the Netherlands but I never heard back from anyone until your response today which I thank you for very much - Any help you can give me would be appreciated.

Norton Safe Web obtains the location of your hosting server from reliable sources such as the ARIN database.
I have run a number of Whois searches and your IP address, 89.20.93.12 is located in the Netherlands.
Here is just one example.
This listing will provide more information such as the registrant, admin contact, etc.
You would need to contact your hosting provider to determine why your site is hosted in the Netherlands.
Norton Safe Web can't do much about this issue.
