There have been numerous threads started and almost no resolution stated about computers that seem to lock up or freeze when NIS 2009 or NAV 2009 is installed on the machine.
For some posters, the actual problem is clearer: a slow down so bad that the computer may as well be locked up. Almost no access to any other application.
Most posters force a shutdown, some by doing a forced power off.
Some of the posters have found the culprit: ccSvcHst.exe under the SYSTEM user category, but they have not been able to shut down this process, partly because trying to do so forces Windows to first create a dump and this only adds to the processes using up resources and makes the problem even worse.
The thing is, forcing a process to terminate is almost never a good thing; and a forced power off is even worse and can even lead to extensive operating system corruption and even possibly physical damage.
There is, however, as solution.
1. Visit PCWorld or prcview.com and download the free process viewer, PrcView. Note: This is a product co-owned by the Igor Nys and Microsoft and available for any system through Windows XP. It's good enough that Symantec now seem to own the rights to an earlier, or have enough rights to include it as part of their NSW 2009 package.
2. Install the application and use Tools>Options to
a. Start Minimized,
b. Load Process Viewer at Startup, and
c. Use System Tray.
3. The next time your system slows down or apparantly freezes, double-click on the process viewer icon in the SysTray (aka Notification Area), and wait patiently for process viewer to load.
4. Click on CPU so that the greatest user is at the top. If it is ccSvcHst.exe,
a. right-click on the process,
b. click on SET PRIORITY
c. click on BELOW NORMAL
d. close the console.
5. You should experience the return of your computer in a matter of seconds. This new priority setting will remain in place until the next reboot.

NOTES:
1. I use Process Viewer on my son's Vista machine and have experienced no difficulties, problems, or complaints from the system.
2. This change in priority still allows Norton to work in the background and complete its scan. This will mean faster scans in the future.
