AyBarrap is absolutely on point in his recommendation in reconfiguring with Windows Font Cache. You find the Services section by right clicking on My Computer/Manage/Services and Applications/Services. Go into the right panel, find Windows Font Cache and follow his easy instructions.
I seriously doubt that changing font cache management from MSFT's default position affects any function significantly, and there is no question that it solves the problem of the slow startup. I proved this to myself by toggling the cache management between the two settings and restarting my computer each time, and the IS 2013 loading paralleled the two settings exactly and repeatedly.
Also, be sure that you do NOT set your Norton Realtime boot protection to OFF to try to speed up booting(it doesn't work anyway to speed things up, and you lose potentially important protection. Additionally, if it is set to OFF, and you have corrected the setting in the Windows Font Cache Manager, you will see the Norton icon in the Sys tray promptly, but you will note that it is deactivated, non functioning, and doesn't start up until you click either on it, or a desktop icon for Norton, which therefore entails a separate, unnecessary step which could be problematic if you forget to to it. You can have the setting on Normal or Aggressive. Normal is the default setting, and that would seem fine, and the program loads right away on booting.
THANK YOU, AyBarrap, very much for your very helpful posting. I had reverted to 2012 because of this bug, and with your workaround, I'm back to the latest engine which I think is a little nicer in design and quicker than its predecessor.
BTW, your screen name is newbie,and I would not in any way thought that making this association would have been intuitively obvious, so, if you care to comment, I'd be interested to know where you found this information, if you didn't figure it out from scratch. Perhaps Norton will figure out the bug in the interface of its latest iteration with the Default setting in Win 7 so that it will function normally as 2012 did, without having to go into Services to make the adjustment. They could probably include the update as a patch in one of their Live Updates, or as a periodic update in the software engine itself which the user can download as long as the subscription is active.
