Does Norton have an application that can be used to completely erase my old PC's hard drive before I either donate or recycling it?

You can download and use the free CCleaner .
It has a drive wiper which will overwrite your drive any number of times you specify. This process will take many hours depending on the size and speed of your hard drive. This is not for an SSD. This will overwrite all free space so you can delete files first.
If you want to format your drive you can do a clean install of Windows and this will wipe out everything and reinstall Windows from scratch.
