Someone has remote access to my PC and Norton 360 does not find any problem

Issue abstract: Someone is repeatedly accessing and controlling my PC remotely. They are making changes to my browser. I have changed my log in but they still have access and running a full scan returns no threats or risks.

You should do a clean install of Windows wiping the drive and reload all from scratch

@Joseph_DeChamp Knowing the below info will help us help you better:

-What is your version of Windows and its build?
-Have you logged into the computer with it disconnected from internet services to see if this persists?
-Does your Norton history have entries showing a different connection being made? IE: Networks
that Norton has detected with one that you are not familiar with? If so delete that network and reboot.
-Have you ever changed the default factory login and password for your ISP and any routers you may be using? If not please do so and restart those routers.
-Has their been any new software installed that you didn’t install?
