Sound stutters in iTunes (high DPC latency) if browsing with Intrusion Prevention enabled

I am running Windows 7 64-bit and I noticed that my iTunes 12.3.3.17  64-bit version would stutter on audio if I loaded some image/content heavy web sites in Firefox or IE.  I am running Norton Security version 22.6.0.142.

I used DPC Latency Checker and LatencyMon to determine my DPC latency was too high when these pages loaded.  LatencyMon pointed to various drivers including NDIS, ATAPORT and USBPORT.

After a very prolonged and tedious investigation where I disabled/enabled almost everything, changed network drivers and even tried different audio and video cards, I found a few old posts like https://community.norton.com/en/forums/nis-causes-high-dpc-latency-when-browsing , and sure enough disabling Intrusion Prevention eliminated my latency issue.

As an aside, I set up a new WIndows 10 installation on a spare hard drive and the same issue occured and went away when I uninstalled Norton.

I am surprised this is still an issue years later. I doubt that it's safe to run with Intrusion Prevention disabled?

Anybody else experience this or have a solution?
