Special Offer Notification Turned Off - Still getting Pop Ups

I have a new Dell Laptop running Windows 10.  I get the Special Offer Notification Pop Up every time I start up.  I have turned off special offer notifications and I am fed up with it.  How can I stop this horrible pop up forever?

Ok, you guys are really clueless.  When someone does not want what you are selling, they are not going to click NEXT.  That is like saying "Yes".  Seriously, why does a big company like Norton still have a "work around" after all this time and all the anger and frustration that you are perpetuating with these excuses??  Just delete the code that does this, already.

Have you tried clicking on Next? That should take you to a web page explaining the information, that you can just close. It should also stop the message from coming back.

At this time, this is just a work around. As you can see from the link potomacpctech's post, it is a hot topic. Employee Tony Weiss has posted in that thread.
